I also have this issue where the add comment button is greyed out. I tried on a PC (chrome, Windows 10), mac (Chrome and private mode Safari, OSX 10.14.6), and Pixel 2 (docs app, Android 10) on three different networks (Comcast, Sprint hotspot, and Verizon for the phone).

Thanks for bringing this to our attention in the Docs help community. I can appreciate your frustration with this. Unfortunately, there isn't any way to disable the comment icon in Docs at this time.

I need to add the same comment to all of them after alredy filling them with the content. The community so far has only suggested to copy de 1st cell in a row (with the comment) and scroll down to paste it in the other cells.
