If you play with the hats closed most of the time, perhaps you could decrease the amount of space between the cymbals - you won't have to push down as far ... and then perhaps after some time, you'll build up the muscles in your leg and you'll be able to use it like normal.

Tilting the Hi-Hat Cup prevents “air lock” between the cymbals. The Spring Tension can be adjusted by turning the Spring Tension Adjustment Dial on the Base. Turn it clockwise to make it lighter and counterclockwise to make it stronger. The Base Tube is secured to the Support Casing with an Allen Screw.
