The normal population of Wilno is about 200,000, but it is estimated that this figure has risen to about 500,000 as a result of the influx of war refugees, at least half of whom are Jewish.

Dr. Wygodski was also received by Premier Jonas Cernius, who declared that all persons living in Wilno before 1920 were automatically Lithuanian citizens and the others would be examined individually.
