You can create the Outline in Microsoft Word, Notepad, or any other text editing app. To create PowerPoint slides from Outline, follow these steps: Create an outline in Word or Notepad.

Click the Text Options button and click the Text Fill and Outline tab. In the Text Outline section, select Solid line, click the Color button, select a lighter color and change the Width to 3pt.

PowerPoint doesn't offer a built-in setting for transparent text, but that doesn't mean it can't be done. And you might be surprised just how easy it is to achieve.
