The $425 million emergency shelter system bill that the Massachusetts House of Representatives will vote on Thursday features temporary reforms including “stricter eligibility requirements, along with increased security measures” that House Speaker Ronald Mariano said could ensure the program can endure financially in the long term.

The bill makes only "modest changes" to the cash-strapped system, while failing to address underlying problems, House Minority Leader Bradley H. Jones Jr. said.

Representatives have about three dozen amendments to consider Thursday afternoon when they take up the first substantive legislation of the term, a $425 million mini-budget meant to both fund the emergency shelter program and make large-scale changes to the state’s response to family homelessness.

The $425M bill would give the Healey administration new, but temporary, authority to restrict eligibility for state emergency shelters.

The bill would still need a vote from the majority-Democrat state Senate and Democratic Gov. Maura Healey before it could take effect.
