I was able to key it by shorting out the back to back diodes with a 2n7000 MOSFET. Key up the gate is pulled up to VCC using a 4.7k ohm resistor so the 2n7000 is on and the oscillator is off. Key down ...
The device worked, but only because the oscillator was putting out harmonics, including the third harmonic at the actual needed frequency (49.8 MHz). Changing the oscillator topology did the trick.
