BELLEVUE, Ky. (WKRC) - A man was in custody after a hit-and-run that left a woman injured while riding her scooter. Bellevue police arrested 71-year-old Patrick Shafer Thursday morning, just hours after he allegedly struck the woman and fled the scene.
