I don't know. We were there in March and I don't recall anything specific to BLM movement. We thought the whole thing was free and didn't realize there was a fee and times entry so that was annoying. We had a party of 5 and o ly 2 decided to go. If you are willing to walk around the ge real area you will see many other murals/walls that were pretty awesome for free.
I will be visiting Van Gogh exhibition in the Ice Palace nearby, after that I would like to visit Wynwood Walls. Both entry tickets are timed. For the Van Gogh, I have 1145 to 12.45 timeslot. My question is should I take a 1 PM or a 2 PM ticket for WW, how long does it take to travel and find parking at the Winwood Walls?

It looks like the Ice Palace is very close to Wynwood Walls, 4 minute drive or 20 minute walk. There is a large and inexpensive parking garage in the Wynwood area that is close to the walls. I would say to do the 2:00 time slot because it will probably take you at least an hour to go through the Van Gogh exhibit and then you will still have time to find parking. Also, you can just walk around that whole neighborhood and see graffiti everywhere if you have time to kill. There are also some restaurants if you want to grab lunch in between.
