There are some tight places if you want to go to the top of the arch. I've been to the top three times, and I don't recall seeing any babies. I suggest you call the Gateway Arch and ask them.
where can I park? How early should I get there for 9:20 tickets?

The arch is located in downtown St Louis so there are plenty of garages to park at and some street parking. There is also parking at the Old Cathedral adjacent to the Arch. Additionally, some people park on a gravel parking lot by the water on the Riverboats at the Gateway Arch site which is on-site as well. I would imagine that there's plenty of parking that early in the morning in the area; especially on a weekend.
It says you there are stairs to walk up to the top- does the tram only go up so far and then you have to walk the 6 flights of stairs the rest of the way?
